Kermit Carlyle Parsons was born on July 15, 1927, in Cleveland, Ohio. He earned a Bachelor of Architecture degree from Miami University in Ohio in 1951 and a Master of Regional Planning degree from Cornell University in 1953. He was a recipient of a University Fellowship in Architecture at Cornell in 1951-1952 and 1952-1953. In 1966, Cornell University President James A. Perkins organized the Faculty Committee on Environmental Values in response to faculty concern for preservation of the physical setting of the University. The name was changed to the University Committee on Campus Planning in 1969 when the committee's responsibilities were expanded to include all aspects of maintaining and developing Cornell's buildings and grounds.
